NEPR Executive Committee

New England Peer Review is governed by an Executive Committee, comprised of two representatives from each of the four state societies of Maine, New Hampshire, Rhode Island and Vermont, who are appointed by their respective board for staggered three year terms. This eight member, all volunteer, board is charged with establishing NEPR policy, as well as decision setting procedures. Officers are elected each year at the annual meeting.

Presently the Executive Committee meets four times a year - January, May, September and November. All meetings are held at the NEPR office. 

The Executive Committee is responsible for monitoring and evaluating the peer reviews of those firms whose main offices are located in the NEPR states. They are also charged with establishing procedures to ensure that these reviews are performed and reported on in compliance and accordance with the AICPA Standards and administrative policies and procedures.

Additional functions include:

  • Approve all reports on reviews and prescribe actions designed to improve the reviewed firms quality of practice and/or financial reporting.
  • Evaluate the results of the reviews and the need for corrective actions.
  • Determine the need for and carry out monitoring the prescribed actions to determine compliance by the firms.
  • Refer instances of non-cooperation and disagreements between the committee and review teams or reviewed firms to the AICPA Peer Review Board.
  • Act upon requests from firms for changes in the timing of their reviews.
  • Appoint persons to serve on such committees and task forces as necessary to carry out its functions.
  • Recommend the development of educational materials and programs for state CPA society members.

Report Acceptance Body

The responsibility of the Report Acceptance Bodies (RABs) is to evaluate the results of the peer reviews administered and performed in the NEPR states, to determine the need for corrective actions, if any, and to make acceptance recommendations to the Executive Committee.

When the technical reviewer is satisfied that the documents are completed correctly, the review is submitted to a RAB, which consists of a minimum of three members of the Executive Committee, each from a different state, for review and suggested action. Each member is assigned a number of reviews to examine, which is, in turn, discussed with the balance of the members of the RAB. The results are then summarized and the recommendations are presented to the full Executive Committee for final decision.

At this point, if the review is accepted, the appropriate letter is sent to the firm. If accepted "subject to" the review is referred back to the technical reviewer for follow up.  If rejected or deferred, the technical reviewer continues resolution work on the file and the review is presented again at the next committee meeting. The RABs report to the Executive Committee on their conclusions, focusing on difficult or problem reviews. The Committee is informed of all suggested corrective actions or monitoring procedures, however, the Executive Committee has the ultimate responsibility of the final decision.
